The BID Foundation is led by active BIDs through a representative Council which meets regularly to set the direction for the Foundation.

Together, the Council considers the changing environment in which BIDs operate, identifying opportunities and reviewing policy implications for BIDs and the places they serve. This enables TBF and its Members to take forward a positive agenda for the industry.

The current Council was constituted in 2022 and members will serve until the end of July 2024. Elections for future Councils will be held and be open to The BID Foundation members. The Chair and Vice-Chair are also posts elected by the Council.

Nadia Broccardo

Co-Chair of The BID Foundation Council

Nadia is the Chief Executive of Team London Bridge. She was elected (October 2022) by Members of The BID Foundation and will Co-Chair the organisation’s leadership Council. The new Co-Chair will lead representation and evolution of the BID sector, which has contributed over £1bn of investment to places since 2005. Nadia has been involved with BIDs since establishing the Newtown Improvement District, Johannesburg’s Cultural Precinct, and has been managing Team London Bridge (TLB) since 2007. Michele Wilby

Co-Chair of the BID Foundation Council

Michele is Colmore BID’s Chief Executive Officer.  She has been with the BID since it started in 2009 and has been responsible for driving it forward ever since. She was elected (October 2022) by Members of The BID Foundation and will Co-Chair the organisation’s leadership Council. Stefan Gurney

Vice-Chair of The BID Foundation Council

Stefan has been Executive Director of Norwich BID since it was established in 2012. It secured a second 5 year term in 2017 bringing £5 million of investment to the city centre. He was previously City Centre Manager in Norwich from 2007. Norwich BID's achievements have been recognised in several recent national awards. Read more about Stefan and Norwich BID

Bill Addy

Chair of The BID Foundation Council

Bill is Chief Executive of the Liverpool BID Company, City Central, which covers the retail heart of its city centre, and the Commercial District, which embodies the business heart of Liverpool. Together they represent more than 1,500 businesses employing more than 80,000 people across 100 acres of the city centre. Bill plays a central role in developing strategic links with major stakeholders in the city.

Andrew Cooper

Co Vice-Chair of The BID Foundation Council

Since 2015, Andrew has been the Chief Executive of Leeds BID, the largest BID in the UK outside of London raising £2.4 million of investment in the city centre each year. Andrew started work at Boots Head Office but has extensive place management experience, having previously been CEO of Bath BID for 4 years, City Centre Manager in Bath and Town Centre Manager in Stratford-Upon-Avon. Read more about Andrew, his work in Leeds, and where he thinks both Leeds BID and BIDs in general are heading.
